In an effort to reduce carbon dioxide emissions by 4.4 million metric tons by the year 2020, Denver is taking big steps to reduce the emissions of gases that are thought to cause global warming (such as carbon dioxide and methane). Heavy users of electricity or natural gas will be penalized, as will motorists who drive a lot (insurance premiums will be based on the number of miles traveled). There will also be financial incentives tied to garbage and recycling, and they'll also be looking at setting energy efficiency standards for new construction and giving carpoolers and hybrids advantages when it comes to parking.
